Does Dataload support drag and drop or picklists? There are Windows applications consisting of 2 panes where one picks from the list on the left and drags the item to the pane on the right. I've used Dataload a lot for Oracle Apps 11i but I'm sure I can use its macro capabilities for other applications as well

No, you can't configure a macro load to drag and drop. You can control all the keybaord keys and click with the mouse, etc, but not hold down a mouse button and drag the mouse.

I don't know which form you are using, but if it looks like the Oracle Installer, with a list of available options down the left and a list of installed options down the right, it might also have buttons down the middle for Add and Remove. If so, you can probably use these instead of drag and drop.
As for Picklists, I use one (non-Oracle) application where I Tab into the picklist field, then Down Arrow 5 times, then Enter to select the item I require. Basically, if you can do the operation manually using just the keyboard, then you can do the same operation automatically in DataLoad. Even if you require a Left Mouse Click or a Right Mouse Click, it is normally achievable, but not drag and drop.
